You need 99 total levels of COM monsters. That can be 1 level 99 COM, 99 level 1 COM, or any other combination of COM monsters that adds up to 99 levels. The standard recommendation is to use 5 level 20 Goblins (easily obtainable, relatively cheap to raise to level 20, and a L20 Goblin shouldn't have high ranked abilities that might mess up a build).
It depends on the starting stats of your Blue Chocobo, but if you follow the build (Mana 1-10, Potent 11-40, Mana 41-99) you'll wind up with about 6900 HP, 650 STR, and 1300 MAG, before passives are taken into account. Something like Magic +35% should increase that to ~1750 MAG.

For Lucky Coin, all I know is you want to have the machine on a hot setting (I don't remember if "sunny day" or "on fire" is better, but I think both can work) and that you should play manually whenever you're in victory mode.
It's not ideal for Chocobo Racing, but it's not the end of the world. Other (renewable) Chocobos can also serve very well for racing. And if you're willing to get it, you can get unlimited Silver Chocobos from the Snow scenario DLC.
