I would say 2000-3000 is best. It seems that's what most people are comfortable with, and while it's not a massive amount, it's enough to give people room to write something properly. Plus if it looks like it isn't working out it could be reviewed in future?
Fan fiction isn't really my thing so I wouldn't be particularly bothered about that. Other than that though I'm happy with just about anything.
I think making it a monthly competition would probably work best; that should allow enough time I'd say.
