Steve Burton definitely gives Cloud some sort of accent when he acts for him, and honestly to me I agree it sound like a New York accent, I think Burton has played the games and knows Midgar was a New York-ish kind of place so perhaps that's why he acts in that accent. I am a long-time watcher...
