I've got a question, how do I get around the random rule for the queen of cards quest I mean every time I turn around the random rule is in effect and it is so hard to win then

I dont know, but there are just a few people who use that rule.
You can also trow away the cards you dont use anymore, or make a item from them.

I make Items from them but I can never get rid of all of the cards that I don't want and it won't let me throw them away

I know that, but there's a less change you get your weak cards if you have less of them.
it depends on the continents on which you are playing and when you go to other continents you carry some of these rules along as well. The continents with the Random rule come later in the game, so try and get most of the cards earlier in the game so you wont have to return to old places and carry the random rule along with you. When I was playing I dunt think I got around it, im pretty sure i played through it
