Hmm, well it's in Garamsythe Waterway in Rebanastre. Should be in the West Gate, then go to the Lowtown. You can't really rely on your minimap. You just have to look around for the staircases leading to the southern areas of the Waterway.
I don't really know much about this hunt since I've never tried it before, but I hope this helps a little.

I had no idea, but you just have to keep looking around for some stairs that take you to the ground level, then follow them around to the west sluice control.

yep, simply look for stairs and always check your map... i took couple of wrong turns myself but you'll get the hang of it
