Queen's Room in the Honey Bee Inn

Just what is going on in the Queen's Room in the Honey Bee Inn?
Is the "King" president Shinra? And what's the whole deal about that bunch knowing about Sephiroth and the Promised Land?
Any theories?
I know it's only a minor and optional part of the story but it's always mystified me.

I think it's just the president doing a bit of roleplay and there's probablyy not much more to it. He's BOUND to know about the promise3d land, after all he is discussing the neo midgar plan in HQ. Cant remember if thats before or after that point...after I think.

Either way he klnows about it, dont forget they had Ifalna captured years ago, and if you view those tapes in the Iccicle place she's telling Professor Gast all about the promised land

So I expect Pres ShinRa is just fantasising about what he wants
