Now, I know that each form of Sephy will gain a certain amount of HP per character that is level 99. My question is, how much does it gain, and are there other ways to increase his HP?

Yes. Gilgamesh would've been a good choice. I wish they did every summon in the FF history as an Aeon. That would be great.

I kind of agree. I know this sounds totally stupid, but if you not to add any extra abilities to any aeon or for that matter even raise their stats(NSG), Valefor is still a valuable aeon. But of course, no one does that, so that's why Valefor just loses.
