I believe you're talking about FFXII, correct? You can buy some from the hidden merchant in Necrohol of Nabudis (but he wont' be visible).

It's really not that difficult to find, but be warned, the Necrohal is a nasty place. Baknamy will appear out of nowhere and gang up on you, and they're alot tougher inside the Necrohal than outside. It costs 222 gil.

However, the much more economical thing to do is teach the technik Charge to all your characters. It does just what it sounds like, it recharges a good chunk of your MP. Just be sure that you set a gambit to only use it when there's around 30% or less of your MP left, because sometimes it can miss and drain all your MP. Honestly it doesn't miss a whole lot though, so you should be safe setting your gambit to Charge when you get down to 40%.
