Does anyone know how to get waterproof.I finally found Victorious and all I need is waterproof before I go to fight seymour.If anyone knows how to do this it would be great

Customize it with, IIRC, 8 Antartic Winds. You can steal or bribe these from various ice-related enemies. Alternatively, you can get Ice Gems (in a similar way but from more powerful ones) and customize Ice Eater.

thats how i did it too, and i didnt use those items to beat hm, in fact, i didnt have any elemental defense against him and beat him first try...so u dont NEED to do that
of course, i did the elemental stuff later when i realized how handy it was after that battle

You don't need to bother with elemental protection against him at all, although Fire protection is very nice. Don't worry about others.
Simply remember to only use your most powerful attacks. Armour Break him first, then attack him with your strongest attacks - overdrives, or physical attacks that are hitting for 9999 or close to it, which you should have by this stage. Never waste turns hitting him with weaker stuff, and he'll go down long before he uses any element other than Fire, since he doesn't change until after he uses Dispel and Ultima, and he doesn't use those until you attack him six times - by the time you do this, you can easily finish him off from there before even Ultima, let alone Blizzaga.
Simply remember to only use your most powerful attacks. Anwser: Simple My Friend.
Waterproof requires 8 x Dragon Scales. Now there are a many ways to get these:
Stealing - You can go back to Besaid and steal from the Water Flans that are there. They can sometimes as a rare steal give you a scale or 2.
Another way of doing this is going back to the Moonflow North Wharf (where the entrance of Guadosalam is). In some battles you will find chests. They may contain either Stamina Tablets or the Dragon Scales you are looking for.
A even better suggestion is getting the Water Eater ability. This is better than Waterproof as it will absorb the Water damage instead of causing 0. This can be done by using 20 Water Gems.
To get Water Gems easily, go to Mt.Gagazet where the water battles are. Mostly all the monsters will give you Water Gems when you Steal. This is Far by Easier and Faster than hunting for Scales.
