vincent was the main character of his respective game, so that logic doesn't work here...
i still say vincent has the advantage (unfair but an advantage nonetheless) of teleporting. even if cloud turns around it isn't like vincent will always teleport to his backside. if i recall correctly his chaos gun (whatever its name is) shoots at the speed of light, being a laser gun and all, which is much harder to dodge than a giant blade swing.
only those who've played DoC would know vincent's other abilities since he's really only played up in that game. there's a scene where he and omega literally teleport around the room clashing with each other, something that cloud nor anyone else in FFVII has ever accomplished bar sephiroth (who never used it against cloud). it's unfair, but SE put it in there so it's valid.
