they made each character to be best with a specific materia combination. cloud while a solid materia user was best kept with a light load so he could be a front line fighter because his normal attack is usually strong. aries(spell check?) is the closest character in the game to a straight up magic user. barret being one who could work as a very heavy damage magnet
 
Honestly, I've never used Cover for unlocking limits. Running through the game is too easy to worry about unlocking them early. I just simply use a limit as soon as it pops, regardless of whether it's wasted or not. Limits are gained in sufficient time that way.

No, what I use Cover for is to master it at 100% and chain it with multiple Counter Attack materia. Most people don't know that your character has a chance to counter once for every Counter Attack materia equipped.

That being said, you can equip one character with 8 Counter Attacks + a mastered Cover [100%] and counter at least 5 times every time the enemy attacks. If that character is high level and sitting on 9999 damage a pop, that's a 50-80 thousand damage counter EVERY time the enemy attacks... far more effective than Knights Overrated Round in my opinion.

The cool thing is that 1. Cover is easily acquired early 2. Counter Attack materia can be acquired in bulk late in the game by winning Chocobo races. I pretty much just acquire the 1 Counter Attack you get early, master it for a 2nd, acquire 3 more in disc 3, then master them for 9 [But use 8].

Paired with all three characters toting 4x Cut, there is no need for KotR or any other offensive strategy for that matter. [However, it's not realistic to have 3 4x Cut without cheating with Elixer Dupe and going Pot hunting... even then it takes several hours of pot hunting to master twice].

Anyways, to sum it up, Cover is one of the most underrated combo materia there is. It's hands down the most powerful legit combo there is, in fact [Being beat non-legit by Mime+W-Summon glitching]. When I did play non-legit, I had all 3 chars with 4x Cut, Red XIII with Cover + x8 Counter, all chars toting mastered Restore+All, and beat Sephiroth [Without using KotR] before he could even cast Supernova. The sad thing is, the Counter-Cover combo contributed more damage than the 4x Cuts, so really, 4x Cut is overkill if anything.
 
I always use it on Cloud to protect Tifa so that he can go on a date with her for sure at the Gold Saucer~ <3
