What's wrong with the idea ? Sure, it's not blatantly shown, but just like a lot of stuff in FFVII, I think it's one of those things they purposefully left to the interpretation of the players.
To me it makes sense they would get intimate given both characters' background and the situation (the eve of the end of the world). In some way you could compare that scene to Tidus and Yuna lake scene.
There was no way they could show it back then without it looking goofy because of the graphics. Maybe that's why they kept it subtle.
I'd have to agree about the part that they did leave it up to the player's interpretation. Look at the scene where Cloud took a bath with a bunch of naked guys at the Wall Market. The camera pans upwards but there is the gesture of the guys taking Cloud's clothes off (since you hear the sounds of clothes being taken off) and then nudging him on towards the bathtub.
As far as Cloud and Tifa getting intimate towards the end, I've only seen that scene once when I was 12 years old and I thought then, "Oh...okay." I honestly didn't think too much about it, but I understand there's hints anyway. Whether it did happen or not, it's not something I'd care to ponder about since I like to see things as they are, personally. But I will agree there is room for interpretation and there's nothing wrong with that.
As for the song that best suits here, I'll also say that her main theme suits her best, especially in AC. It had a softer touch to it but somewhat strong at the same time, which I really appreciate.
