Yes there will most likely be a monthly fee. I think this information was only made clear in certain sites such as Japanese gaming blogs. There's no word on how much it will be, but look at FFXI's monthly price for a good starting point perhaps.
Seeing as FFXI has a monthly fee, and that FFXIV would have cost a lot more to make, there is absolutely no reason why SE wouldn't make a monthly cost arbitrary. SE, being the keen money-grabbers and all would never miss a chance to swell its bank account. A Guild Wars-like method just wouldn't make as much money for them.

Actually, they released the payment information for the game and it seems like it'll be around $15 a month. Not cheap but doable I suppose. But I think we all guessed it would be pay to play. 
$15 isn't a lot of money to be honest. What can you even buy for $15 nowadays? Here in Australia you can just barely get a meal at a fastood joint for that, and believe me when I say that we're not exactly high on the Big Mac index

To be quite honest they're gonna make enough money selling the game at the stupidly high prices most games are reaching nowerdays.
And to be quite honest I dont see the need for another FF MMORPG seeing as in my opinion FFXI crashed and burned when they kept on charging me for the subscription to this day when I havent played it for about three years or so
And before some smartass says cancel it IVE TRIED IT LOADS OF TIMES AND GOT BACK YOUR SUBSCRIPTION IS CANCELLED...............

I wouldn't be surprised if Square Enix decided to charge the general public a nice fee of oooh say . . . $15.45 at the most which means that if they get a million players to sign up for the first month then that would total out to: $15,450,000 and then they'd double the amount of players like every month, so their revenue would increase. I mean honestly, charging players would allow them to make money so they could pay back the whopping amount of costs for character designs, world building (it's a huuuuuuuge world out there in that game), mapping, 3d character modeling, concept art, storyboards, animation (oooh the animation alone could be a budgeter's nightmare), etc. I mean when it boils down to it, you need to charge these people for some sort of compensation, if they're going to subscribe monthly or annually. Monthly = $15.75 a month and annually for a full year subscription it could be like $20.50 or something.
I mean the truth is that when a mega video game company akin to the likes of BLIZZARD Entertainment decides to make an MMO and plan it for say a good 5 years or less (or maybe even more) and invest long nights, coffee-induced employees, hours slaving at tablets, hundreds of computers, and consulting with marketing staff members, etc. then yeah they're going to charge you.
Free to play is out of the question. They could do it but then eh the content you'd get back wouldn't be as outstanding, trust me.

I wish I could resurrect my Warrior and Mage in WoW. I wish I could've played FF11 longer than the free month the game came with. But I also wish I could eat when I'm hungry, and I don't always achieve that. Pay to play is a cool concept, but like collecting, it's a concept well fit for those with an expendable income. My "outcome" is more than my income, so for now, I have to pass.
