Help Leveling up help

Alright, normally I wouldnt post a thread for something like this...

Im on disc 3, before lunatic pandora.
Squall is lvl 23, rinoa and irvine are around 15.
But Raijin and Fujin kicked my ass.
I figured I'd get lionheart, and all i need is the energy crystals.
I go to that fixed elynole, beat it(took FOREVER), and it didnt drop the energy crystals. I saw that it doesnt drop them until lvl 40.
My questions are:
1. Is there another way to get the energy crystals?
2. Is the lionheart even worth getting?
3. If no, and yes to the others, where is the best place to level around where I'm at?

Yeah, by that point you need to be a higher level. Standard level-up places are the Island Closest to Heaven and the Island Closest to Hell. I prefer Hell since there aren't marlboros which require a certain setup to kill. Damn Bad breath.

Also to kill those Elnoyles, junction pain to your ST-ATK. Poison and blind are good. I just pumeled then over and over.

The lionheart is NOT worthless. You want that.

Refining Elnoyle cards can get you energy crystals.

I read that Cid has elnoyle cards, so i was playing him, but that random rule is preventing me from winning. Whats the fastest and easiest way to change the rules?
 
Changing rules is an immense pain without the help of an FAQ or something, I'd suggest looking towards GameFAQs for that kind of help. In response to your initial questions however:

1 - As said before, card modding.
2 - It's a brilliant weapon, and an extremely damaging Limit Break also.
3 - My recommendation in this game about leveling up would be to not level up, as any other FFVIII player would say also.

The reason for this (as I'm sure you're aware) is that the enemies level up as you do, learn the refining abilities (Life Magic refine is a good start if you don't have it, Siren has it) and refine your items into the best spells you can find. A simple idea would be to buy Tents or Cottages and refine them into Curagas for your party, then juntion them to HP and you'll easily be in the 3000's.

Another tip I'll give you, learn Enc-None (Diablos) and go to the Islands Closest to Heaven and Hell, these islands have fixed level 100 monsters (hence the Enc-None) but they have extremely rare and hidden forbidden magic draw points, so just walk around pressing X and you'll be able to draw the likes of Ultima, Holy, Tornado, Meteor and Full-Life which are among the best stat boosting magics in the game.

Draw points restore (as such) within a certain amount of steps, so just keep running around after drawing all you can and you'll be able to draw again no fuss. 100 Ultimas should make any characters' STR go into the 200's easy, Full-Life will make your HP skyrocket as well, you just need to experiment with them and see which is best. Hope this helps.

This is my own video of a NLIS (No Level Initial Stats) run, I didn't level up or junction anything to my stats at all, so this tactic was best here - skip to about 55 seconds in to see Rinoa in action.

Rinoa's "Angel Wing" Limit Break only uses Magic in her stock at 5x their strength, but it won't use them up, so the idea is to take away all of her Magic except Meteor,. Even a low level Rinoa can deal 10,000+ damage with this + Meltdown. It's aptly dubbed Meteor Wing.

Haste speeds things along a bit as well, though I think Meteor Wing gives her a natural ATB speed boost, I'm not sure.
