Wakka cuz he has the most highest damage of all using his attack reels.
If you combined 3 of the same it would lead to 12 hits.

i liked tidus's and yuna's overdrives and kimari's were really CRAP !
Tidus Blitz Ace was so cool.
Tidus' overdrive was my favourite in terms of how it looked, I found it quite awesome actually 
. But the most useful was Wakka's Attack Reels because of the damage it caused; 99,999 x 12 [providing you get all three reels matching on '2 attack' or whatever it is]. Rikku's was fun too, especially Hyper Vitality [if that's the one that doubles your HP].

Tidus with Blitz Ace because besides fury it is the only overdrive that hits more than once and is easy to get... (Wakka's overdrives are not easy because you could have to play 3 game of blitzball or you could have to play 9mil games so they're not easy to get)
I loved the usefulness of Lulu's when using a full powered-up Onion Knight. Demi just owned in Omega Cave when pitched against monsters who're just that bit too much of a hassle.
However, I'm saying Auron. Banishing Blade just looked so dark.

Wakka's was my favorite once he got attack reels. It seemed to be the most useful from start to finish. You also get it fairly early in the game.

Yuna's. I use my Aeon's alot, so it's really useful.
I hated Rikku's. I'm horrible at that, and I can't really use Wakka's since I've only played a Blitzaball game 3 times. Kimarhi's is fun though.

Attack Reels
Blitz Ace/Fury
Attack Reels - They can deal out 99,999 damage for 12 hits! That alone makes this the overall most consistant and most powerful OverDrive.
Blitz Ace - 8 hits for 99,999 damage is great, but nowhere near Wakka's Attack Reels, still better than almost everyone elses.
Fury - This can infact do 99,999 damage, the most I've ever gotten it to do with 10 hits with Ultima for 99,999...however it's hard to rotate that much, even if you've completely maxed out all her stats (especially magic which makes rotation easier), I can consistantly get between 6-8 hits, which pratically rivals Tidus's Blitz Ace...however if your quick, imo, Lulu's Fury has the most potential out of any OverDrive.
Those three to me stand out the most, I would actually put Yuna in there, because with her overdrive summon of Yojimbo, she's a powerhouse, however she can already achieve the one-hit Yojimbo Attack Kill even w/out the Overdrive so it doesn't really matter.

I liked Auron's, Tidus', and Wakka's. But Auron was the best
I'd have to go with Yuna's. It was nice to bring out an aeon that was on over drive during a more difficult boss battle that would kill the aeon had it not been on over drive. Bahamut was especially nice against Ject.
