Question about Terra...

I am replaying Final Fantasy VI for the... 1000th time since I had it back when it first came out on the SNES as Final Fantasy III in America...
And this is something that I just noticed...

Kefka uses the slave crown on Terra... why? I mean hasn't she basically been under the Empires grasp since she was taken away from the Esper world as a child? Was the slave crown really needed since I am guessing someone in the empire must of raised her? (I would assume at least...)
 
She probably resisted, or didn't want to use her powers for war. Idk her background is pretty fuzzy but I think the slave crown shows that she really didn't have any intention to cause harm since they had to enslave her with a crown. :hmmm:

Also she was probably experimented on like Kefka and Celes and probably didn't like it so she resisted.
 
She may have been under their watchful eye and care, but that would not stop her from physically using her abilities when she wanted to or felt threated and needed to. It's like a child who of course does not want to drink alcohol when they are 8 years old. It tastes disgusting and they would rather have chocolate milk or a Capri Sun. Now fast forward 10 year and they are seeing friends and family drink and want to fit in or try something new.

View Terra like that. She maybe had no need or desire to use her powers/magic as a child, but as she gets older and see's she has abilities no one else does, the crown will prevent her from experimenting/revolting against the Empire.
