The history doesn't really fit with the setting. The experimentation, the guarding of important figures etc is fine. But being given powers similar to those the main villain has been trying to create is a little iffy. He could have approached the main villain and been given powers, or the explosion could have given him powers. But the neutral group thing doesn't work at this time.

If it was the main villain's group that gave him these powers....serving the people that kidnapped your wife and child and experimented upon you undeniably with loyalty? Seems a little unlikely to me. Now if he was driven mad or something similar I could understand. Just fix that and you'll be fine.
 
Heres Jacob's bio. I'd prefer to post it up before fleshing out my characters history, to get some feedback from people. Opinions are welcome. Please leave any suggestions or advice.

Physical specifications: Jacob is on the very bridge of height between short and average- five foot, nine inches. His weight of 160 pounds is within the regular bounds of his average build. His body contains scars from childhood- a two inch scar on his knee from a bike accident and an inch scar on his cranium, from the same accident. His Caucasian complexion comes from his Irish/Scotish heritage. Jacobs dirty blonde hair is usually mid-length, and worn in a messy style. It’s greasy, from days without bathing. His irises are a deep blue. His facial structure is within normal means: regular sized nose, pointed chin, average sunken cheeks. His messomorphic body type means that he is prone to building muscle. He has muscle mass, but this is undefined due to his lack of training.

Clothes selection: Jacob’s usual choice of outfit is simple and somewhat modern: He wears a grey hoodie, along with dark coloured shiny-denim jeans, ripped from wear. Both of these are faded in colour, due to over-washing. The sleeves of his sweatshirt are frayed, and slightly stretched for his arm length. The jeans- a straight leg, tapered cut- are in slightly better condition, with only small decay of the hem of the leg. Under this hooded sweatshirt, Jacob wears a block white T-shirt, rounded neck. His choice of footwear is that of tracker shoes- a sky blue main colour scheme, with darker blue webbing adding detail. These two are frayed- not from age, but from usage.

wise, Jacob rarely wears jewellery or necklaces of sorts. It’s known from time to time, he’s seen with gloves, almost all the time they lack fingers- from either design, or they’ve worn away. These are worn in all seasons and are less a heat insulator, and more for grip(as denoted from the plastic grippers on the inside of the palm).

Personality:

Like many young men of his age, Jacob is fairly confident in his own abilities and qualities. He knows his strengths…Or so his façade shows. Jacob puts on a “one of the lads” demeanour to draw away from the negative aspects of himself- his love of reading and books doesn‘t fit in the society of working class Dublin. He is an emotional and maturing teenager, yet keeps these colours of himself hidden from view of his ‘friends’ for fear of humiliation. His working class background has made Jacob a person who doesn’t expect much, and when he can get something- he sets his mind to taking it, by any means.

His moral sense isn’t exactly complete, and Jacob-while he doesn’t condone the most heinous of crimes- partakes in many different morally ambiguous activities, less for fun and more out of desperation. He never had much planned for his life, although he was a skilled athlete and did fairly well at school, he never went to college, or had other training- or he never got the chance. As he finished his schooling, he went into a life of crime to take care of his mother and younger brother-less out of love and devotion, and more out of obligation. She wasn’t the best of matriarch’s, and his older siblings had cut themselves from her when he was a child. His younger sister needed to be provided for.


His people skills aren’t that bad- he easily holds down conversations- but he is known to be short and quick with people, and always confronts others. Jacob usually keeps his own feelings and problems to himself, feeling others not trustworthy enough. On the other hand, he was always a confidant type person. He likes to help others and is willing to sacrifice things for those closest to him, as he did for his mother and sister.


One of his biggest defining features is his aquaphobia - Jacob has a huge fear of water. This comes from a petty childhood incident of falling into the deep pool at age ten. It isn’t intense enough to crop up all of the time, but trips to the ocean were never fun. On the other hand, Jacob’s primary love during his childhood and up till his late teens was soccer. He was something of a talented individual when it came to the sport, and that was the primary focus for his competitive personality. He always wanted to win, but still, he took losing well. He didn’t win much, after all.

 
 
Strength

Jacob was never an extremely big or strong fellow, but he wasn’t malnourished either. Press weightlifting, Jacob is capable of a rough 90 pounds press, which is more down to manual labour than actually working out.


Powers wise, Jacob’s attacks aren’t usually that powerful unless he focuses or charges the attack.

 
Speed

As a athletic person, Jacob is pretty quick. His reaction’s are top notch, and his running equilibrium is pretty good- due to his average height. His running speed is roughly 30 MPH(high build up, short battle charge) and 10 MPH long distance running(average). This is without a disciplined training regimen.


Powers wise, his speed of attack is the key to his tactics: he’s a quick draw- but that usually means his attack is weak, and
short of stopping power.


Vitality

Jacob is able to take a beating physically- he’d lost quite a few streetfights. This is less of physical strength, and more about mental resilience. His pain threshold is pretty high. This helps, as his usual self sacrificing tactics tend to cause damage to parts of his own body. And, his right shoulder has a tendency to dislocate itself. Nevertheless, Jacob is much more prone to dodging than absorbing hits
.

Powers wise, as one would guess: Jacob’s powers get slightly dulled as he takes injury. However, he is prone to getting second winds.

Stamina/Endurance:

This is Jacob’s key flaw: His stamina is average. His fitness is good, but since he quit athletics, he’s lost and stamina he should have. He can’t run for hours and hours. His body usually works in bursts, and he’s adapted his fighting style to suit this.

Ability wise, he can’t last very long using his powers. At the most, a continuous stream of usage can last 4 minutes before a rest. This is an average, and varies for the strength of the blast.

( A quick, weak shot can continuously fire for 5 minutes, while a charged shot is usually a once off blast)


Reflexes

In tandem with his speedy background, Jacob has pretty fast reflexes- although, this is only in relation to an average pedestrian. The reprecussion of this is the weakness he has to flinching- he moves before he realises it... He usually got punched a lot for that.

In relation to abilities, it's pretty bad. If Jacob is charging an attack and he;s taken by surprise or shocked, his first reflex is to release the attack and dodge.

Fighting Style:


Jacobs fighting style isn’t one of strategic perfection: he is an “on-the-fly” fighter, stemming from his street fighting history. He usually tries to “shock and awe” the opponent, hitting hard, fast and with precision. This tactic is never set in stone, and he readily adapts himself to long battles- using his speed to avoid fatal hits, or playing dead, or injured to draw in the enemy.


In range aspects, Jacob is a mid-to short range combat specialist. He is known to use his powers to improve physical blows, or physically move to “charge” his element attacks. He primarily tries to jump back from opponents range, then quickly get inside and counterattack. Of course, this is an extremely risky move and as such, he only attempts this in either moments of desperation, or a burst of cockiness on his part.

 
Lastly, while he originally uses his fists, Jacob has dabbled in the usage of weapons, primarily that of a bat or bar. While he lacks formal training, his fighting style seems to work best when using some sort of primary weapon.

History:

Jacob Stokes was born in the Coombe Woman and Infant’s University Hospital, located in the fair city of Dublin, capital of the Republic of Ireland- a country known around the world for its local’s hospitality and fondness of alcohol. The clan of “Stoke” was a lower working-class family formed of six members, including every person. This consisted of Jacob, his mother Marian, his father George, his sole brother Mark and his two sisters: Jessica; the elder, and Aisling; the younger. Jacob fit into the middle of the hierarchy of age- Jessica and Mark were older by a couple or so years and Aisling was a year younger. While they lacked many material items, the Stokes were quite content- Jacob had a very warm and happy early childhood.


Sadly, this family wasn’t to be united for very long. Marriage discontent rocked the foundation and during 2003-, the year of Jacob’s tenth birthday- George up and left, without an explanation. It happened on Friday. He packed his bags after his wife had headed off to work and the children were at school. No note, no closure. It’s safe to say the result was not as expected. Instead of an outburst upon coming home, the remaining members just felt a tense air. Nobody spoke for days. Jacob expected his father to burst back through the front door again; it took a year for him to be disillusioned.


While Jacob had lived in the same housing estate since he was born, he had never been corrupted or changed by its influence when he was young. He was always a polite child. Yet when his father left, the decay set in. He began to notice things. The general feeling of distrust and hatred towards the police, law and any authority figure in general. Obviously, this filtered down to Jacob- with him becoming generally suspicious of power figures.
Another part of this was the activities of the estate: the lads only got fun from pushing things. From simple vandalism, to car jacking and beyond. Not to be left out, Jake partook in these ‘fun’ events- paving the way for his later career. This seemed to clash with Jacob’s movement to secondary schooling at age 13. He was going through the throws of puberty and his lack of real supervision did nothing to help it. The only good influence was his sports. He enrolled in a soccer team, and his talent was clear from the get go. He had potential, even from twelve.


Of course, this wasn’t his mother’s fault. She was working long shifts; she didn’t even have a clue what he was up to. She was trying to hold down two jobs a support the family on her own- which would of course lead to confrontation. One such argument led to Jessica moving out when Jacob was fifteen. He rarely saw his sister after that. He promised himself he would be there for his family following this. He wasn’t like his sister, or his piece of shit father.


And so, life continued like that for the next two years. His brother dropped out of school and became a local dealer in the gang of Liam “Dropkick” Murphy. Jacob never saw himself doing that, and for a while, he began to actually put the effort in. He studied for those nerve-racking Leaving Certificate exams, he attended school regularly. Jacob hadn’t a clue what to do with life, but he wanted to be prepared. Yet, he wasn’t ready for the life-twisting court decision.


Drug possession. His brother was caught with Cocaine. A lot of it. He got seven years in prison. Jacob got his life ripped from him. He felt wasted, destroyed. He gave up his dream to go to college, and planted his feet on earth. His studying suddenly stopped, and his work slipped. Jacob stopped attending school and began to get into fights. He felt hard-done-by. Jacob still forced himself to take those exams, though. He’d at least want some grades leaving school. To his surprise, his intelligence shone through. He didn’t fail any of his six subjects, and even got an A2 in English- the only subject he really cared for.


Jacob still didn’t take up his college position. He had obligations. He tried to get a job working in anything, but with the economy the way it was, that didn’t work out. And so, Jacob headed to the only option left: Murphy.
Murphy was known as something of a sociopath. He beat men half to death for no reason. He enjoyed inflicting pain. A pure monster. Murphy only loaned money to people he knew wouldn’t be able to pay back, so he could break their legs later (usually inflicted by violent kicks to the knees-hence the nickname).


He worked as your usual henchman. He sold drugs, roughed people up, robbed people. He just kept working, channelled his feelings into writing- his new love. Jacob longed to leave though. He wished to move from Ireland, his hell, and find an Eden. Eventually, he made that wish come true. One Monday night, he just snapped. He came home to find his mother, completely drunk. Without any plan, he just grabbed any belongings he could get into a rucksack and left. His mother and sister weren’t worth the work anymore.


Jacob planned his escape recklessly. He headed straight to Murphy and played up the begging. He pleaded for a loan: 10,000 euro. Murphy gladly lent it. His mistake. Jacob ordered a plane ticket that night, for the next day. The first plane out. He barely even checked where it was going. He just wanted out. He wanted to travel, and not be held down. Now he had that chance.


…(His powers haven’t started to act up yet. I felt it would work better if his history didn’t have him using them- if he was using them, wouldn’t he already move from Fool to another Arcana??)

Not necessarily. An Arcana is defined by its personality, not its powers and when its holder decides to use them. It's basically how you choose to develop him personality wise that will decide how his Arcana evolves.

Ten minutes of continuous magic, however weak, is pretty significant. I would consider 3-4 minutes more on the "weak" side.

You also missed the reflexes section, but aside from that, I see no real problems.

Because this is less about divine power coming out of nowhere and more about peoples's personalities correlating with the powers they receive. Arcana are quite broad, so limiting an arcana to one person is sort of impractical given the setting and plot.

Appearance: Coraline stands at 5 foot 5. Her body type is average. Her eyes are always narrowed and are the color of a warm tone brown to match her hair. Her lips are red, she wears makeup that blends seamlessly into her pale skin. Her hair is shoulder length and styled in pinup curls. Coraline wears only two outfits for the most part. The first is a red silk dress that generously flatters her curvy figure. Her bosom is smaller than normal and she possess little actual muscle on her legs and bare arms peeking out from the dress. She carries a matching red purse and wears black stockings with a flattering pair of red heels with black bows on the ends of them. This outfit, normally coupled with a black leather jacket and black framed glasses, is usually her going out outfit for her public appearances of if she wished to blend into the crowd. Her second outfit is worn as a default. It's a white collared shirt buried under an ugly green sweater. She wears the same ugly shade of green for her pants as well and wears sneakers under those as a walking shoe. She wears a heavily stained black trench coat over the whole ensemble. Usually in this style her hair is a bit unkempt and her makeup is non-existent.

Personality: Coraline is generally a quiet person in public appearances. She only speaks when spoken to or when necessary. She is not one for long speech and gets straight to the point. The way she speaks gives her an aura of intelligence. Coraline respects others when all eyes are on her. She does not hesitate to leave the spotlight of the public eye whenever necessary. Most strangers see her as an odd young woman who prefers to be alone in her own thought. Although there are next to nobody who know her well enough Coraline contains a lot of bottled rage. She takes out her own bottled anger on others by use of her wealth and power, something she hides very well. She does not like games, she does not like people who say unnecessary things, she does not like jokes. Those who know her fear her wrath but respect her as a strong and independent woman. They would not want to be on her bad side.

Strength: Coraline has average body strength. She does not contain any actual muscle on her body. Her only strength lies in her will. The strength of her mind is near deadly.

Speed: Cora's speed is definitely inhumane. She disappears often with the blink of an eye. She can run or walk extremely fast and with excellent composure.

Vitality: Cora's vitality is strong. She can withstand multiple punches from a muscular man. She can mostly withstand many fatal blows to her body. Being hit head on by a speeding car would feel more like a punch from a teenage boy to her.

Reflexes: She has little to no reflexes.

Stamina/Endurance: Cora has a seemingly everlasting endurance. Her recent studies have been mostly on improving her mind's endurance. She can run, jump and push her body to extreme limits with the strong will to survive intact.

Fighting Style: Coraline does not engage in physical combat herself. Her fighting usually consist of a puppet doing it for her. She usually keeps one man puppet as her bodyguard. She named her default puppet Edmund. He fights very acrobatically, flipping, jumping, and possessing extreme upper body strength. Her puppet was once a human being whose mind she experimented on. Since he has no feelings or mind anymore she can normally use him to attack her enemies with his own normal body strength as she quickly escapes.

History:
Coraline was born into a lower middle class family in Ontario Canada. She has a loving father and mother who raised her there for the first 18 years of her life. She moved to Boston University in the US for her studies in college and traveled to Japan internationally to study a bit. After college she worked on becoming a nurse. At the age of 23 she met the love of her life while working at a practice in Toronto, CA. The year they were engaged, and the year after that married. Her life was good until her husband fell ill with disease a year later and perished. She inherited her husbands investment property and company after his untimely death and after being a young widow at age 26 became heavily depressed. It was at this time she began to hear the voices...
