I definitely felt that the cutting of her hair was symbolic of her change and wanting to shed off her past.

I believe that the cutting of Garnet's hair, was symbolic of Garnet letting go of her attatchement to Alexandria and her Mother. She was not a princess anymore, she was becoming a women. She was expressing herself, but I hated her short hair......ewww
