Yes, I just watched the emotional love scene inside the Ragnarok. I felt my heart throbbing. Especially Rinoa drifting out in space... that WAS REALLY emotional. I felt like I was watching a deep Sci-Fi movie. The whole Lunar Cry and Lunar Base scenes made me go 'o.o this game exists?' It was really great... but umm... CONFUSION.

What happened to Balamb Garden? Can I still ride in it? Does it still exist? o.0 Where is it? Haven't seen it since the train station before the Great Salt Lake.

Also, ISLAND CLOSEST TO HELL... what level should I be? I went there and got my whole party 1 hit KOed by a Dinosaur.
 
Since the soceress Ultimecia rules the world, you cannot go back to the garden, as I believe it has been destroyed. She now rules the world and it is in the state its in because of her. You can only ride in the ragnorok, which you should be able to find.
And as for your level, you should have some strong magic junctioned to key stats like HP and Vitality and the mag def stat and you should be fine. Try to make the Lionheart if possible and draw auras from the monsters on said Island of heaven and hell.
 
FH will still have the garden. As for the islands it is best to use them to level up.
If you really want to have a good set up go to the bottom right or left corners of the map there will be what looks like a sea oil rig. enter that building to acquire 2 of the better GFs. also if you haven't yet go and fight Odin and Tonberry in the Centra ruins. There is also Cactur in the desert island.
 
I'll explain it to you, to get back on Balamb Garden you need to take Ragnarok to Fishermans Horizon (FH) and land it there, when you get inside Fishermans Horizon travel all the way back to the place where you first entered FHs when the Garden crashed against it, talk to the familiar faces to use the lifts to get there.

As for the Island Closest to Hell there's no level you should be in, you just need to have powerful magic junctioned and have good stuff like HP+40 and stuff like that junctioned to you.

You might also want to junction Diablos Enc-None ability to one of your characters so you don't run into monsters, and then you can stock powerful magic like meteor, tornado, full-life, aura, ultima and so on by walking in that island and discovering all the hidden draw points they have there, then go into a town and fly back to the Island Closest to Hell and draw again, do these as many times as you want to stock and junction powerful magic.

Thanks Jimmy, I'm stupid so I would have never of thought of using Enc-None xD. And UNFORTUNATLY, don't be mad at me, but a while, as in a long time ago... I watched the FF8 ending on youtube... IT DOESN'T REALLY GIVE MUCH AWAY... Cause I don't think any spoilers were revealed, but I recall seeing Balamb Garden at the end.
 
Quistis' Degenerator works wonders on that island, it's so easy to level up there. As long as you dont get fucked up and killed before you can have your go, I just save after every battle

But then I found out that leveling up was a bad idea, too bad. You've just got to get Quistis to have low health before the battle, and then have her use her limit break Degenerator on the enemy, it eliminates them in one shot. I think you can learn the ability from the item Black Hole. Sometimes it's a little tough getting the first shot with her but if she has a good speed junction you should be fine. Or, just have Pandemona learn Initiative and junction Pandemona to Quistis.

As Jimmy said, Enc-None is the best way to go, I used to just take the Ragnarok to the Island closest to Hell and Heaven with that on and reap all those spells. That's probably better than leveling up, and even though I did level up for a while, the final battle/other battles weren't all that hard because I used the magic I got from the islands to junction.

On a side note, once you get the spell Meltdown you should either junction it or use it on all the powerful bosses in Ultimecia's castle, I think I killed Trauma before he even got a shot at me because I used that.

Also, I think most people use this tactic, use Aura on Squall at the beginning of a battle, and maybe Haste as well, and have him use his limit break. Even if you don't get Lionheart, it still does a lot of damage.

1 Adamantine
4 Dragon Fangs
12 Pulse Ammo

Adamantite: Kill an Adamantoise (near Dollet), or refine the Brother's cards into 10 Adamantites.

Dragon Fangs: Dropped by Blue Dragons (found on the Trabia continent or Island Closest to Hell).

Pulse Ammo: Refine energy crystals. Defeat an Elnoyle, they drop them. An easy way to do this is to junction 100 deaths to your attack and he will die in a few hits. Got this from a site:

Once Esthar is full of monsters, go in from the main entrance; go left, left, and up (away from you). You should now be in a screen with a path going to the right, and a path going straight on. Go right, and there is a man standing there. Talk to him; he will laugh, then you have to fight an Elnoyle.

He reappears every time you leave the screen and then come back, so you can fight him as many times as you want.
