I think it's a possibility, but to be honest, he probably doesn't, i think Penelo has a soft spot for Vaan though, seeing as in some of the cutscenes in the game she has her arms wrapped around him and what not.

I was about to post such thread...

I too was confused whatever Vaan/Penelo or Vaan/Ashe.
I think there were more hints about Vaan/Ashe in FFXII, but somehow Vaan/Penelo felt more realistic at the begining.
I prefered Vaan/Ashe, because I like Ashe more.


Anyway, in FFXII:RW the mystery was solved.

I think it should be OnionKing/Ashe, Vann can go suck it.
But he can keep Penelo, I think that was clearer in the cutscenes.
