Find the Model/Toy Gun and keep upgrading it untill it becomes the Ultima Weapon. The weapon is totaly shit and pretty useless untill you do upgrade to Ultima Weapon mind.

You probably can't upgrade it until you are between levels. It's really expensive to upgrade.

The Death Penalty is sort of automatically the best as it always does max damage but it is more of a plot device then a real weapon so I say the Ultimate weapon.

To upgrade it you have to be so far through the game otherwise it does not give you the option. I think it is where you enter the ShinRa building.
