No it's not in Europe.
It takes place after the events in FFXII, Ashe has reclaimed the throne, and from what I understand, the plot focuses on Vaan and Penelo. I've seen an image of Balthier as well, but Im still uncertain.

And no, the main villain isn't the Judge that survived, which would be rather silly, as he was an honourable man. It's actually
