Where's the Lindwyrm?

I've been looking around in the Tchita Uplands and I can't find him.
I heard it has to be raining. Is this correct?
does anybody know the exact location in the Tchita Uplands?

When you get to the tchita uplands it DOES have to be cloudy, not necessarily raining. If it's not, you have to leave the area completely no section to section. I tried back and forth from the caves and it didn't work, but from the phon coast it took me only about 4-5 tries, and then head to the south central section, garden something, he'll be there. hope this helps!
