I am going to have to give my vote to XII. Although I have given it chance and chance again, I found I just don't like it all the much. In trying not to compare it with the others in the series.... as a whole I still don't like it.
I generally care a lot about the story, characters and music in the games. Because although a good battle/level system can make things fun, I feel it's the emotion that really drives things forward for me, and I felt this game lacked it in all three departments.
Story/Characters: Although Ashe had a strong story, the others didn't. I found most of them were there just cause there was something in it for them, or because they were bored and wanted something to do. Thus I felt that there were little in ways of emotional ties to each other. They just kind of did there own thing... while going in the same direction to satisfy there own personal agendas.
Music: I just don't like it.... I miss Nobuo.... to me this felt worse then your average game music, there really was no urgency in the fights, no despair in the tragedy. It could be the most dire of moments and you'd be skipping through the meadow to a cheery upbeat tempo. A big bad boss would show up and no shudder would run down your spine when the music changed.... if it even changed.... I dunno... just didn't get any real emotion from it.
