It is just random luck. At this point of the game, you should already know the 'Bandit' ability, but that isn't enough. The other ability that would help would be 'Master Thief' which lets you steal rare items first, but that isn;t available until much later in the game.

Maxing out stats is the reason I play FFX. There is no other FF that you can customize your characters so thorougly. I usually spend a totol of about 100 hours maxing out stats, including the rebuilding of my Sphere Grid.
