There should be lots of people because of the settings. But, in terms of talking to them, there's just too many for my liking. Can't be bothered talking to most of them. Or any of them, for that matter.
Personally, it depends. Adoption would be my preferred option, but, if my fictional wife refused to go down the adoption route, and wanted to go down the Surrogate Mother route instead...then so be it, even though I'd be uncomfortable with it.
Well, I haven't played FF VIII, so I can't claim to know much (or anything) about it. But I do agree with what Mitsuki said (which doesn't happen very often). Everyone has their own preferences. The best in the eyes of one person could be the worst in the eyes of another.
