The Great Chabumbah favours Cait sith and his new accent.

Ima Bush-hatin Canadian But seriously, I thought that Cait Sith was funny in the movie. Hated the idiot in the game, but he was really funny in the movie. As I remember he said these things:
"Here we Gooooo!!!!"- cries out when Nanaki throws Cloud up further towards Bahamut SIN
"Lassie, Shut yer Boos!"- yelled at Yuffie when she was being *ahem* unbiased
"Dat's a smart buoy Cloud!"-said after Cloud defeated Sephiroth
No, none of those are spelling errors (such as buoy). I wrote them as they said. As I have Scottish lineage (and have read up on it just a little ), I know what he was saying and it impresses such (this is based on what I know and understand about the Scottish accent)

"Shut up you stupid girl!"
"Alright! Great job Cloud!"
This is not based on Scottish translation, but is based on what the impression was at the time and p[lace he said it. I was personally very insulted that he rode on Nanaki like some common horse. NANAKI ONLY GOT 1 BLOODY LIN IN THE WHOLE MOVIE: "There are still children with the Stigma."

I remember someone posted in another forum somewhere that Cait Sith speaks scottish because Cait Sith is actually a name or something along that line that is infact scottish. So that was a very clear reason to me as to why Cait Sith speaks scottish.

Indeed, there is a creature from Celtic Mythology called Cait Sith/Cat Sidhe who took the form of a cat and stalked the Scottish Highlands.
Bearing that in mind, I'm still not fond of the Scottish accent. I would have preferred a quirky American voice by someone like Cam Clarke or Rob Paulsen. ^^
maybe the actor who gave his voice to Cait Sith is Scottish.

Cait Sith's English voice actor is Greg Ellis, who actually puts on the Scottish accent.
Cait Sith is Scottish to us, but the FFVII universe is a separate one altogether. Therefore his accent may be referred to as something else.
The world of FFVII has many different cultures, such as Wutai - which is essentially a Japanese region. The Costa Del Sol - the name of a real Spanish resort. Even many parts of Midgar has Japanese signs and references. This way, Gaia has a lot of familiarity with our own world, and comes across just as diverse and multicultural.

Like we don't hear that in every international production.
Like I say, you could ask "why do they have American accents?", because America is nowhere mentioned in VII. Therefore, Scottish accents/people have just as much right (and about time) to feature in this.

I just don't like the Scottish accent, and I never imagined him having one when I played FFVII.
Admittedly, neither did I, but that was because not many people knew about the mythological creature mentioned in so many posts.
Personally, I thought it was just funny how he was scottish. I imagined him having a thinner, less noticeable voice, much like the Americans
Scottish people in general are funny (not wierd funny, haha funny) and know how to crack a good joke nowadays.
And, believe it or not to all you Americans and fellow Canadians out there, THE WHOLE WORLD THINKS YOU HAVE AN ACCENT To everybody else, we have accents. Nobody thinks that they have an accent (unless they can see from another persons perspective). I can personally talk in several accents almost flawlessly:

George Dubya (Texas)
El Cid (Spanish)
