Hope. biggest cry baby. complains and acts really lame. Better off in the kitchen.
Vanille. I had a point were I didn't mind her that much, but in general she was just an annoying fuckwit. Most. Annoying. Character. EVER. Seriously. EVER.
She has nothing to add to any conversation, and when there is a serious point in the plot she has that stupidly grating smile and inconsistent accent with the high pitch voice. And she has basically no personal connection to any other character. And y'know, that tattoo thing on her arse cheek...yeah. Just, yeah.

Vanille without a doubt is the most annoying character to me.
Voice acting was a killer and one of the reasons FFXIII didn't win me over.

Seymour. I hate the way he sounds, and I despise his hair. Also, he looks fat. Not exactly imposing, you know?
Also, Hope. Aside from being a whiny little bitch, he's almost a liability when he's not a medic. I spend more time resurrecting his ass than I'm comfortable with.

Well on top of FFXIII just being horrible in General, Hope is almost as annoying or at least on par with Luke Fon Fabre. Every time he talks or the camera focuses on his retarded face I kind of want to kill myself.
Or maybe put pencils in my ears.
But that would hurt, so I just imitate him and say "i like cock and want snow in my anus" at the end of all of his sentences.

I am surprised none has mentioned Steiner. Sorry if there are any Steiner fans...
but I feel that he's beyond annoying.

and it's not just once. It's countless times and it doesn't go away till disc 3. I find it irritating that I have to press extra X buttons just to skip his complaints. I wish at least the rest just ignore him or knock him off >_>
I find Quina not annoying though. S/he's cute! and probably one of my favourite characters.

I must admit I like Quina, I'm glad it was included in FF9, provides some comedic relief in times when things seem all depressing and what not.
I wouldn't say it was cute though lol.
Another character that annoyed me was Aeris (Aerith), I'll probably get flamed for saying that but I don't care, she just annoyed the hell out of me and was pretty much useless (with the exception of her final limit break) in battle.
She did get better towards disc two though
Honourable mentions goto Zell, Selphie and Rinoa from ff8
3) Joint winners, Cloud and sephiroph but only in all the spin off's. Let me start by saying these were two of my favorate characters in their first game but squire-enix have ruined them cloud become an annoying emo thats seems like he was a victim of same kind of childhood trauma and sephiroph become an annoying poser who loves himself to much and walks around like he knows something that everyone else doesn't. They both have boring monotone voices and are nothing like they used to be and is one of the reason that a remake would not work.
2)Squall, the story 8 for was not good but it was made worse for having Squall as the lead. His lack of interest/enthusiasm in everything just made a dull game even duller. There would be times when interesting things would be happening and squall would cut in and mention that he not interested and the rest of the cast would then start talking about him., in fact the story comes secound to everyone trying to be his friand. He not an unrealistic character but people being interested in him is, in the real world he would not have any friends he's to rude and boring to interest anyone.

I find almost every character in the FF universe annoying in some way, so that's too many to list.
But I think that that's part of the greatness of the games and their stories. Sometimes, in real life, the person you adore will annoy you and why can't it be the same in a game? You can't be charming to one person without being annoying to another.
And it also adds to the realism because most of the characters are teenagers. We can be a very annoying bunch and I love when things really reflect that. FF8 did such a good job of showing realistic teenage heroes and that's one of the reasons I love it.

Cait Sith from FF VII. Even from the first time I saw him, i thought WTH??, and then to find out he was joining your party as a playable character....He has to be the character i'I have used less, in the entire FF universe.
Maybe he could be a good character if he was upgraded enough, but I did'nt even want to find out.

The most god aweful character has got to be QUINA. While I admit he can be funny at certain times... the character itself is rediculas.
I mean this character has the lamest most useless excuse to join your quest... food?!
I mean has there ever been a worse motivation for joining a FF quest? Other then food, there is no alternative motive, no hidden plot within him, not much of a backstory... the bastard just wants food, and my party wants to save the world.

Cloud. Good grief, what do people see in him to class him as being one of the best gaming protagonists there is? Is it the 6-7 foot long sword he carries? Or the fact that this love triangle he shares with Aerith and Tifa is in any way deep and interesting? I don't think I remember him doing much except for incessantly being down in the dumps, and complaining. Either that or I need to replay the damn game, but before you slay me for this, I don't hate him. I just find him terribly overrated as supposedly one of the best characters of all time. A choice between Cloud and Vaan if I needed a companion? I would rather choose Vaan!

It may have been all the melodrama, I don't know. Hope, yes, yes, I can understand why he's so distraught, but I just can't stand his character archetype. Or the fact that he's so indecisive up until the seventh chapter and the fact that he's a bit of a belligerent idiot.
Big mentions go to Vanille and Yuffie. Yuffie because she just decides to take my Materia, so a good Buster Sword slash to the face was all that madam deserved. Vanille needs no introduction. She just orgasms through the length of the game - it was probably largely her voice. In fact, I'm not too fond of the Yuffie-Selphie-Rikku-Vanille kind of character archetype either.

SEYMOUR! I absolutely hate him! He was creepy, he kept returning, his view made me want to punch him in the face. 
I don't think any other FF character is as deluded as Seymour. He thinks that he's doing good and keeps trying to manipulate the world and people around him! I hate people like that with a passion!
Furthermore, he uses a soft, soothing tone when talking to those whom he wishes to manipulate, which is just slimy, and bloody steals Yuna then tries to force her to marry him! 
I hated having to battle him five times too.
Even though I enjoyed each battle in and of itself, the fact is was Seymour just got on my nerves. 
I felt particularly enraged by he words he just HAD TO SAY EACH TIME!!!

The only time Aeris got better towards the beginning of disc two was well... Oh sephiroth, stab...YEAAAHHH!! 
, no I'm kidding she's actually okay I think. The absolute most annoying character is Cait Sith. God I hate that stuffed P.O.S. Towards the second trip to gold saucer I couldn't stand him cause he turned out to be a spy and Reeve no doubt. Yes there is a detail in FF7 that Cait Sith is actually Reeve. He basically double crossed everyone and gave Tseng the Keystone which was really annoying, and on top of that he takes Barret's daughter as a f****** hostage. Yeah Cait Sith, you need to die. I hope Barret gets his revenge and shoots your a$$ into a pile of fluff.
