Thats more because of graphic limitations, I mean making his clothes realistically wrinkled and dirty all the time would be a bit difficult, I mean it wasn't til ACC that dirt and mud was added after a fight. We've seen him get out of bed in Advent Children his hair was the same; safe to say its O natural and it looks messy to me; what with all that head scratching in FFVII XD

3d characters on sprite backgrounds was a new approach for the time and it was never something that was duplicated as far as I know, because of how bad it made Cloud's hair look.

Cloud's hair is disorderly but its an artistic disarray, the type that models strive for and endeavor to create oftentimes in photo shoots. His hair always looked properly washed and shampoo'ed and he never has sleepy hair or hat hair or anything that makes it look like he didn't spent 8 hours carefully arranging his hair before heading out to beat up some bad guys.

In a lot of cases, guys who are extremely metrosexual or clean freaks are often gay. Eyebrow waxing and other extremes = gay, a lot of the time.

Metrosexual also implies guys who are prone to being sensitive, politically correct and mild mannered. The type who don't swear or cuss, and wouldn't be likely to drink beer + watch a football game.

They're the type given to touchy feely discourse relating to relationships & emotions which in a sense can make them appear effeminate. But it doesn't imply literal effiminacy.

When time and development work is limited such things tend to be cut.

We ACTUALLY saw him in Advent Children, sleeping in a bed, head to pillow and all; he got up and his hair was magically the same? No fixing or prepping at all.

Using the bathroom and styling your hair don't really go in the same basket; seeing as you need a bathroom break but you don't need to fix your hair so its not implied.

Have you even been reading my post? He cusses and swears; whereas you say he didn't, does numerous dirty jobs and his room at 7th Heaven is a mess whereas you say metro's tend to be cleanly, does not tend to his hair, as seen in AC when he gets out of bed and its naturally messy, fights for no appearance reason and isn't emotional or touchy feely/ he's actually an enigma or as Hade's put it in KH "Stiffer than the stiffs back home".
