You may want to save elixirs for later on like in hades paradox cup which is harder
And some people like to make the game harder cause sephys easy enough as it is without elixirs(that is when you know how to beat him)
I have beat him at lv 54 on proud now with 3 hi potions and 3 ethers and i only used 2 ethers and 2 hi potions anyway
 
You can fight him after destroying the MCP in Space Paranoids, then thats pretty close to the end of the game. I fought him at lv 80-85 and I had Ultima Weapon and MAXed lv on All Drive Forms USE ELIXERS AND CURAGA
EQUIP LEAF BRACER AND ALL DRIVE ABILITIES(GLIDE IS VERY USEFULL WHEN HE RAINS DOWN METEORS ALSO BEWARE WHEN HE SAYS "Sin of the heartless angel" that attack will take all but one health and the only way to stop it is to land a hit with the keyblade

You should also equip abilities and items as you see fit
