Kefka hands down.

A lot of people say Sephiroth, but the fact is, Sephiroth is simply the most bad-ass villain. I never said Kefka was bad-ass. But Kefka is indeed evil. If Kefka were real, he'd probably be in the skin-trade, or maybe work at a slaughter house.

Kefka. I honestly would not want to meet that guy in a dark alley. Or anyplace really.
He was insane, and only found enjoyment in others pain. He killed people, did all sorts of horrible things and basically achieved his goal. And if you ask me, that's pretty darn evil. As for Sephy, he was more misguided than evil, IMO.

Here's where you Y'all dont seem to get it!

Kefka is nuts! Unpredictable behaviour is not the key to being the most evil, sure it could let you do more deranged and Fucked up things to your opponent/enemies, but it also makes you equally as unpredictable in the other extreme, if your nuts enough to just kill randomly, your nuts enough not to kill randomly and screw up your whole plan.

I guy Like Seph or Garland have the good mind to eliminate all who would stand against them, Evil is not governed by insanity, Its melded into people by what they think is right
and a drive to achieve a personnel goal that eliminates innocent people in the process.

Even Mentally unbalanced people can have the right moral characteristics.
