Who is more evil? Shinra Inc or the Empire [FF6]

This ones tough because you have to choose between a company that killed its own people to make a point. However they don't go around trying to conquer and destroy towns. The Empire goes around trying to destroy any town that doesn't agree with them being in charge. While their own towns people are fairly safe. I'm just comparing Shinra to the Empire. I left Hojo and Kefka out of it because they have different goals. When I think about Shinra killing there own people I thought that was heartless but the Empire has to win because the Empire went around killing whoever they could find. Kefka took it to a whole new level but when you think about it the Empire was pretty evil too.
 
Both are pretty evil.

Both did some ebil things. I picked Shinra... just because how much pain they caused to everyone. From what they did to Sephiroth... to the planet... the people... and Cloud and stuff. It's just very evil.

But since Shinra turns good in the end... I should have picked the Empire.
 
Close one but its gotta be The Empire.......Shinra are probably stronger than the empire as they do have more technology and such. But the empire,or in other words Kefka alone, just goes round killing anyone unlike Shinra. Shinra are very powerful in FFVII there goal is to look for the "promised land" doing anything to achive their mission. But the empire are much more evil simply because they can't stand inferior people.

I'm going to analyze both as impersonal entities, since Shinra is not Rufus, and the Empire is not Kefka (especially since there is an Emperor)

As far as conquest/battle, the Empire did nothing more than any other imperial power would, even in the real world. Shinra was no better (unless we pretend Corel, Wutai, Fort Condor, and Nibelheim never happened). In addition to destroying dissenters, Shinra would kill people under its own care (sector 7).

For twisted/cruel experiments, I have to give them pretty equal rank. Neither seemed to have any issue torturing/brainwashing and performing some straight up body-horror. Both of them were heartless if science was involved.

Where it comes down in the end (though Shinra has a slight edge for me so far), is the people that control the entity. Shinra's personnel were profit motivated - they wanted to make some cash. The Empire was waging a war of conquest, yes, but was not indifferent to its people so long as money flowed.

On a relevant note, we have Sephiroth and Kefka, the major villains in the games. Sephiroth put the entire planet at risk because of what Shinra did to him and how it fractured his mind. Kefka was a crazy motherfucker that wanted godhood and got it. Kefka twisted the Empire to his goals, but Sephiroth only had the goals he did because of Shinra twisting him.
 
It's a tough choice, because when I played through VII and witnessed the actions of Shinra, I immediately thought of the real world, and many of the things they did seemed to actually hit home with things that have happened/are happening IRL. Yet I've never lived through the earlier-history type of conquests that Geshtal's Empire performed, and am thankful that I didn't.

Ultimately I had to choose the Empire, though, because of what they did to the Espers and their world. It reminded me of the RL age of Exploration in the 1400s-1600s, and that type of attitude sickens me. Even though the Espers weren't human, they were still sentient, intelligent beings who didn't deserve to be murdered and exploited >_>
 
Shinra was corrupt, but I think the Empire was less human. It doesn't surprise me that the majority voted for them. And I don't even want to think about some of the Empire's reasoning. They could probably make a fictional movie off the Empire and make it scary.

So you are putting Hojo as part of Shinra. If thats the case then Shinra is worse. I didn't really see Sephiroth as that bad of a villian he wanted to destroy the world but only because Hojo created him to be like that.
 
The question is phrased interestingly, if by "who" is more evil you mean the people at the Top ie Ghestahl & Kefka vs Rufus, Hojo, Scarlet, Heidegger & Pres. Shinra

Shinra is more evil- anyone remember dropping a whole plate and killing all those people without warning? And it wasn't the empire who poisoned Doma it was Kefka- Leo was against it.

And Shinra is a weapons company that got into mako, not a power company.
