I will take this in three steps... first step (VII) then second step (Crisis Core) then third step (Advent Children)
In the actual game, (Final Fantasy VII), it comes down to choices. A lot of the choices come down to the dating sequence, you cancel all those down you have a couple major scenes. 2 for Tifa X Cloud, and two for Aerith x Cloud.
The two for Aerith...The first one is when Aerith dies... Cloud is heartbroken obviously, but this also is going be mixed into with guilt of A. almost killing her himself, and not preventing the death when he knew Sephiroth was after her. The second major scene that comes is after Cloud is finally comes out of his... Mako/Coma state, and they are all on the airship. This is emotional, yet this seems like more guilt added up in the end. Some would argue where they were alone on the playground, or when Cloud offered to be her body guard for a date, but they physically just met... so this could be this "crush" or "love at first sight" depending on how you look at it.
For Cloud and Tifa in FFVII. One Major scene was they showed what happen when they were younger... the promise at the well. Cloud promised to always be there for her, and yes Cloud was in love with her. He was 13/14? I wanna guess at least, so you can argue the "this was young/first love" scene. Yet when he tried to get into soldier, he was so embarrassed that he couldn't get in that he didn't want to see her. Yet in the end at the Mako Reactor in Nieblhiem, he was there for her in the end. Then the other scene was near the end of the game where they were together under the Highwind before the final fight with Sephiroth. They spent the whole night together.
